non-governmental organizations and businesses around the world to promote the sustainable use of
ocean and coastal resources, safeguard the critical ecosystem services they provide,
and advance the conservation of marine biodiversity.
Undertaking a series of consultations and facilitating key stakeholders from communities, government agencies and associated NGO’s, to identify priority targets and activities to promote sustainable development and marine conservation in Atauro Island. Reviewing both primary and secondary information available, and producing a final Sustainable Management Plan (SMP).
Coordinating, facilitating and producing the 10-year vision for Marine Protected Area (MPA) expansion and effective management in Indonesia. The MPA VISION 2030 is a joint product of the Ministry of Marine Affairs and Fisheries (MMAF) together with the Ministries of National Development Planning (Bappenas), Home Affairs (KemenDagri) and Finance (KemenKeu), and conservation partners WWF, CTC, WCS, YKAN-TNC, Rare and CI. As joint lead consultant (in partnership with the University of Agriculture in Bogor), support was provided from conception and design through to full production and legal formalization.

Providing technical support to the Ministry of Sea, Internal Waters and Fisheries (MIMAIP) Mozambique on fisheries co-management development under the South West Indian Ocean Fisheries Governance And Shared Growth Program (SWIOFish) project, Mozambique (2015-21).
Designing and executing a process for the establishment of a learning network to strengthen learning, collaboration and synergies among community of organizations working on sustainable fisheries in Indonesia.
Providing senior advisory support to the Packard Foundation Indonesian Marine Program, including supporting the Blue Swimming Crab, Snapper and Grouper fisheries management work streams, Monitoring, Evaluation and Learning and engagement with the Packard Oceans team, Tuna, Markets and Science.
Reviewing the achievements of the previous strategic plan (2015-2019); interviewing strategic partners, associated consultants, clients and board members; undertaking a series of all-team workshops and senior management team meetings; and producing a final full strategic plan for the organization, with associated key performance indicators and balance scorecard.

Undertaking national-level analyses of seafood supply chains and assessing current demand for sustainable product to support MDPI’s sustainable domestic seafood sourcing project. Initiative aims to link responsible small-scale fishers with high-end domestic seafood buyers in a bid to improve sustainability and profitability. Assignment included developing design options for new sustainable domestic sourcing, and developing industry networks with stakeholders demonstrating clear commitments to sustainability.
Providing support to the USAID Sustainable Ecosystem Advanced (SEA) Project to ensure efficient and targeted report writing, and to fulfill the Project’s regular reporting contract requirements. Assignment involves assisting with writing, editing, and overseeing report production including the bi-annual newsletter “Talking SEA”.
Providing technical support to World Bank and Ministry of Agriculture, Livestock & Fisheries, Tanzania through participation in six-monthly supervision missions to evaluate progress and recommend improvements. Providing technical support to World Bank and Ministry of Fisheries Development, Kenya on project oversight and implementation; strategic & annual planning; monitoring & evaluation; quality control of documentation including consultant ToRs, technical reports, workplans etc. Participation in 6-monthly supervision missions to evaluate progress and recommend improvements. Technical areas include fisheries co-management; mariculture livelihoods; national governance framework & legislation; monitoring, control & surveillance; stock assessment and fisheries management planning. (US$ 40M program).
Developing program strategies and funding proposals to support the marine program of WCS-Indonesia. Developing fisheries and marine protected area (MPA) strategies and field activities; MEL approaches for, and direct engagement with donors to finalise funding applications. Assignment resulted in WCS’s program attracting new funding agreements from two philanthropic donors and one bilateral partner, totaling more than $2million USD.
Designing, developing and implementing event planning training for staff and associates of the Coral Triangle Initiative on Coral Reefs, Fisheries and Food Security (CTI-CFF) Regional Secretariat in Manado, Indonesia. Training focused particularly on the wide-ranging planning tasks required to successfully implement large-scale inter-governmental events hosted under the six nation CTI-CFF framework.
Facilitating innovative permaculture trial operations that promote both climate resilience of coral reef systems and seaweed aquaculture opportunities for local communities.
Lead authoring and providing full suite production of The State of the Sea publication. Implemented by a seven-person SSIC team, roles included research, writing, editing, translation, all graphics production and map production, right through to design and layout for print-ready publication. The State of the Sea publication is in three volumes, and ‘tells the story’ of the current status of marine and coastal management in Indonesia: from the National to Local level. It is an output of the USAID Sustainable Ecosystems Advanced (SEA) Project that supports the Government of Indonesia (GOI) to improve the governance of fisheries and marine resources and to conserve biological diversity at local, district, provincial, and national levels. Examining the processes of strengthening the Raja Ampat MPA network management unit through the lens of support organization Starling Resources. This assignment reviewed all steps undertaken in supporting this ‘first of its kind’ quasi-governmental organization in Indonesia, in terms of legal and regulatory establishment, staffing, capacity building, budgeting and financial management and administrative implementation. Assessment explored the potential for replication of the approach and captured lessons learned for wider practitioners.
As part of a series of case studies related to WWF supported marine initiatives across the Coral Triangle region, this case study development involved a thorough review of support activities implemented to date, and assessment of challenges, achievements and lessons learned.
The Indonesia Sustainable Ecosystems Advanced (SEA) Project is a five-year program that supports the Government of Indonesia to conserve biological diversity and improve the governance of marine resources at local, district, provincial and national levels. The communications plan will support this multi-partner initiative through the development of (i) an internal communications strategy (to ensure systematic coordination and communication processes within and between SEA project staff and primary sub-contractors); and (ii) an external communications framework to promote behavior change and adoption of sustainable management measures through the use of best practice approaches for identifying key target audiences, developing messaging utilizing baseline knowledge, skills, attitude and behavior assessments and strategic development of tailored communication techniques.

Analyzing Indonesia’s enabling environment and management systems for fisheries and aquaculture set against reference to best practices identified by the Organisation for Economic Co-operation and Development (OECD)
Desk-based research of latest theories and best practice approaches to undertaking Monitoring, Evaluation and Learning (MEL) for programmatic capacity building related activities and institutional resilience assessments. Development of an associated organizational MEL framework for the Coral Triangle Center.
Assessment conducted through desk-based research, partner interviews and online surveys with government agencies, universities and NGO technical partners throughout the region (Indonesia, Malaysia, Papua New Guinea, Philippines, Solomon Islands and Timor-Leste). Capacity assessment conducted under the Coral Triangle Center (CTC) in support of the Coral Triangle Initiative on Coral Reefs, Fisheries and Food Security (CTI-CFF) Regional Secretariat. Review tailored for the 12th Senior Officials Meeting (SOM) of the inter-governmental CTI-CFF. Largest capacity building assessment conducted to date in the region to support the implementation of the CTI-CFF Regional Plan of Action (RPoA), Goal #3, ‘Marine Protected Areas established and effectively managed’.
Providing support to the Coral Triangle Center (CTC) and CTI-CFF National Coordinating Committee (NCC) of the Government of Indonesia, Drafting, developing and gathering wide stakeholder input into the design of a six-nation Task Force to promote Sustainable Tourism in the Coral Triangle (Indonesia, Malaysia, Papua New Guinea, Philippines, Solomon Islands and Timor-Leste) as per the directive of the 11th Senior Officials Meeting (SOM) under the Coral Triangle Initiative (CTI). Development of Task Force Terms of Reference, priority objectives and two-year roadmap for submission to the inter-governmental Senior Officials Meeting (SOM).
Providing lead facilitation, agenda design and associated materials production for the first Southeast Asia Fisheries Improvement Project (FIP) Workshop, exploring the outcomes of the 2016 ‘Global Landscape Review of FIPs’ and promoting cross-nation sharing of lessons learned and collaboration. Preparation of a project proposal on behalf of Hotels Association of Tanzania (HAT) for submission to BEST AC for a private sector-led multi-stakeholder advocacy campaign with a goal of reducing the threat that dynamite fishing poses to the coastal tourism industry in mainland Tanzania. Involved desk research; consultations with donor and various stakeholders; proposal writing.
Participation in 2-person mid-term evaluation team to assess progress of Chumbe Island Coral Sanctuary, Zanzibar against Global Ecosphere Retreat standards of the Long Run Initiative (Zeitz Foundation, Nairobi). Included physical inspections and interviews of staff and stakeholders; provision of expert input on conservation and community elements of the standards; report preparation.
Led development and writing of marine report “Marine Conservation Priorities in the Coral Triangle,” to guide the European Commission’s Directorate-General for Development and Cooperation (DEVCO)’s strategic approach to wildlife conservation in Asia. Document review and consultations and formal interviews with a variety of experts. Supervised subcontractors. Organized and facilitated consultation workshop,” for ~25 participants from government, academia, NGOs, etc.in CT 6 countries (Indonesia, Malaysia, Papua New Guinea, Philippines, Solomon Islands and Timor-Leste), prior to the International Coral Reef Symposium (for WCS). Coordinating communication strategy and product development, including infographic and website update, for the initiative “Solving the Mystery of Marine Protected Area Performance”. Delivering key messages to decision-makers and key audiences at the World Conservation Congress, in support of implementing policies that promote the long-term sustainability of marine resources. The initiative has several approaches, including 1) a global synthesis (SESYNC/LHI) and 2) the evaluation of social and ecological impacts of MPAs in Indonesia (a multi-NGO collaboration led by WWF-US).

Support to the design, development and production of a five year strategic plan for sustainable fisheries management in Indonesia. Plan focused on the target fisheries of snapper & grouper, sea cucumber, blue swimming crab and sharks & rays, across four provinces in Indonesia (West Nusa Tenggara, North Maluku, Central Java and Aceh). Assignment in support of the Wildlife Conservation Society, Indonesia.
Event design, development, planning and implementation for the 2015 Regional Business Forum on Sustainable Marine Tourism for Coral Triangle nations (Indonesia, Malaysia, Philippines, Papua New Guinea, Timor-Leste and Solomon Islands). This event brought together senior government officials, leading private sector tourism representatives and a range of support NGOs and institutions to (i) identify and promote best practices for responsible marine and coastal tourism; (ii) identify and promote the enabling conditions required to support private sector leadership and engagement in sustainable and responsible marine and coastal tourism in the Coral Triangle, and (iii) explore the branding and marketing of the Coral Triangle as a global sustainable tourism destination. The event included: , an investment forum; a buyer-sellers market; a Coral Triangle Marine Tourism Expo; three high level Roundtables; a Womens Leaders Forum Roundtable; a two-day six-nation conference; and a CTI Maritime Local Government Network (LGN) Executive Committee Meeting. Assignment conducted under the United States Department of Interior, International Technical Assistance Program (US-DOI-ITAP) and the Coral Triangle Center (CTC), Indonesia.
Supporting a multi-NGO (World Wildlife Fund-US, Conservation International, Wildlife Conservation Society, and Rare) contract from MACargill Foundation, Collaborative Monitoring, Evaluation and Learning (MEL) Approaches to Community-Based Natural Resource Management. Provided advice and facilitation support for team calls and working group meetings. Contributed to development and writing of strategy and implementation plan, in particular researching organizational structures and collaboration mechanisms needed to support collaborative MEL (e.g., leadership structure, decision-making arrangements, participation criteria). Evaluated the relative merits of each approach and developed scenarios and recommendations, in collaboration with key partners.

Designing and implementing field research under the Trust for Conservation Innovation (T4CI) to determine strategies to improve profit and sustainability of aquarium fishing through use of grow-out cages, underwater and floating mariculture techniques.
Facilitating the development of a five-year strategic plan in association with six programmatic teams from World Wildlife Fund (WWF) Tanzania Country Office. Included: country situation analysis; preparation of strategic objectives, conceptual models, theories of change and implementation strategies for six programs; preparation of detailed monitoring & evaluation plan; partnership strategy and business plan.
Overall design & coordination support to the development & implementation of the 2014 Marine Protected Area International Training Event, for Indonesia and Timor-Leste focused on MPA Governance. With ~ 100 participants the event focused on: promoting the Blue Economy in MPAs; MPA capacity building needs, and effective governance structures for MPAs. Created and compiled spatial database from various sources and using a range of collection methods for the Papua New Guinea National Fisheries Authority. Performed spatial accounting exercise on habitat for specific species.
Strategic assessment of existing curricula, design of new training curricula and associated course prospectus production for MPA training program; Coral Triangle Center (CTC), in Indonesia
Collation of all MPA related training information from government agencies and NGO technical partners throughout Indonesia. Evaluation of capacity provisions again competency needs identified by the human resource department of the Ministry of Marine Affairs and Fisheries (BBPSDM, MMAF) of Indonesia. Two-part assessment produced: Part 1 – analysis of existing competency needs and providers, gaps to address and recommendations for strengthening MPA related capacity in-country; Part 2 – compendium (catalogue) of all available training related courses currently available in-country. Assignment in support of the Ministry of Marine Affairs & Fisheries, Indonesia; Coral Triangle Center; International Union for the Conservation of Nature Blue Solutions Program.
Provided marine representation for the Second Asian Judges Symposium on Environment (Natural Capital, the Rule of Law, and Environmental Justice), Manila, Philippines. Focused at Supreme Court Judges from across Asia, this initiative provided training and guidance for legal consideration for incorporating considerations of natural capital loss and the externalities of ecosystem services when undertaking legal rule processes with regards to exploitative and extractive industries.
Assessment of MPA design, development and implementation stages (2008-2014) and production of a ‘Lessons Learned’ document on behalf of the Coral Triangle Center (CTC). Nusa Penida is one of the highest ranked MPAs in the country for effective management.Assessment involved extensive interviews and communications with MPA management and associated stakeholders, and the report was designed for dissemination amongst wider district managed MPAs across the country experiencing similar challenges. Included clear and practicable solutions-based experiential testimonies.
Reviewed and full copy-edited the results of the Marine Rapid Assessment conducted in the Banda Islands, Maluku province, Indonesia on behalf of the Coral Triangle Center (CTC). Findings provided the basis for a network of MPAs to be established (in progress) and included considerable data analysis, both bio-physical and socio-economic.
Impact assessment covered the period of 2001 – 2014 and reviewed all coastal resource management projects supported by Lutheran World Relief (Philippines) in Hinatuan, Surigao del Sur implemented through this period. The assessment included a household survey and qualitative data gathering to document achievements and lessons learned in the areas of: women empowerment, enterprise development, coastal resource management, disaster risk reduction, climate change adaptation, and to a lesser extent emergency responses.
Undertook research into existing legal and social mechanisms that both support and challenge privileged access / user rights in fisheries in Indonesia. Assignment in support of Rare.
Compiling and collating all relevant information for national fisheries platform consideration as part of the development of a PPG to be submitted to GEF. Drafting the project document at the national level and conducting meetings with all relevant stakeholders. Assignment in support of the United Nations Development Programme.
Developing the framework for an action plan for development of the seaweed sector in the region, and delivering value chain assessment training to key stakeholders in Nusa Tenggara Timur. Assignment on behalf of the UN-International Labour Organization (ILO).

Conducting a gender impact assessment of the Regional Fisheries Livelihood Programme (RFLP) in Indonesia, and providing on-the job-training and guidance to wider regional staff (National Project Manager, M&E officer, also RFLP gender focal point) and national consultants, to develop capacity for use of gender analytic tools and gender analysis and to ensure the implementation of RFLP gender mainstreaming strategy during project implementation.
